It is not the date the engine was manufactured. It is the "model year EPA regulations" it is built for. The decal on the engine, which may be unreadable now, but can be replaced by Cummins was designed to tell mechanics what parts and procedures to use repairing the engine to keep it legal for emissions.
The truck you see on the left is a 2000 Freightliner Argosy by the vin, but was assembled on Oct 23, 1999 in Cleveland NC with a Detroit Diesel series 60 engine built to EPA 1999 specifications.

Hey buddy i have two 2000 freightliner argosy with sticker on the engine Detroit 60 series 12.7 that states 2000 on the sticker am I exempt ?

If the sticker says EPA model year 2000 you are not exempt. I would bet your build dates on the tractors are a few months later than mine. Any dealer can print out the build sheet.

You better have the documentation about the sticker. I had to order mine direct from a Detroit Diesel dealer and he had to come out and install it. There is a whole invoice including why it was ordered etc.
But the driver doesn't have to have the documentation, the carrier does.
