2004 D12 Volvo 500k, Starting issues

    Alright, Maybe someone can help me out. My 2004 Volvo D12 is having issues starting and i am stumped. I turn my key on and let my gauges cycle as i do every time but when i go to turn it over it sounds like the starter hangs up with an audible "Click". It does this around 75% of the time but the strange part is this; When it does this, if i immediately turn the key off when i hear the "Click" and then immediately turn it over again without cycling the gauges it starts every time as if nothing is wrong. The starter sounds strong, batteries are good, there is no "whining noise" from the starter. So, my issue is the fact that it wont start on the first "turn over", only on the second "turn over" and only if i do it immediately after the first "turn over" without cycling the gauges again. I also started receiving wiring fault codes for the " Pre-Heater" , stating that "Element 1 & 2" are receiving less than normal voltage but i am not sure if this would affect the starting system. I did change the fuse for the Pre-Heater and after i changed it the truck began starting on the first try without hesitation but that only lasted half of the day and then it began having the same issue. Im thinking this may have simply been coincidental but i am not sure. I have a working theory that it may have something to do with the "OCP" on the starter. Maybe its telling the truck it is to hot and then "Braking" the starter before it can turn over to Prevent damage which would make sense that when i do the "Second Turn over" fast and without cycling my gauges it starts no problem because the "OCP" didnt have a chance to tell the computer its to hot. But as i said that is only a theory because im pretty much reaching at this point. If anyone has any ideas on what this could be or where to start troubleshooting I would be very grateful.

    Mr.Digglar how's Amber Waves doing? Sorry couldn't resist. I don't know what's wrong with your truck I like your theory with the OCP.

    what type of starter do u have? Volvo used different starters, including with rotor, that pops out to engage ring gear, with planetary gear, ore classical Bosch ore Delco.....
