The tail light problem turned out to be a bad wire. The wiper problem is a bad wiper Motor. Thanks to all who replied.

My tail lights are aftermarket lights that were on the truck when I bought it. The previous owner had created a mess of the wiring. It was a birds nest of wires and tape. One of them was loose.
