You may have issue with egr stuck open.
Since your boost is not what ecm want and you have egr communication issues that would indicate egr valve failure. Stuck open egr will cause low boost condition. If you choose to go that route I may suggest few other things to consider since you're going to be so far down there.
#1. Hot side cooler core replacement with M1M aftermarket cooler
#2 inspect cold side cooler core
#3 O2 sensor replacement or cleaning at least.
#4 Doser injector cleaning/replacing
#5 At least Inspect but I would replace the crossover pipes from exhaust mainfold to egr valve (both). They're not that expensive and they leak or crack often -

Again I'm old school, if the egr is stuck open why would you lose boost? Fuel makes boost unless the ecm won't give it the fuel

I know the pain, that's why I suggest all the other things to look after because labor involved is significant and I would hate to go back there again for any of the reasons I stated above.
Note: Disregard #3 in my previous post, forgot to mention that if you remove O2 sensor it's considered a scrap. You will need to install new one. -
Just took my MaxxForce in yesterday with an EGR code an it came back needing some new EGR valves.
I’ll let you know the cost later today when I pick up the truck. -
Seems to me the egr valve is constantly opening and closing and you keep your power
