2013 volvo D13 Ishift kickdown pedal

How could parameters be checked on the trans to make sure its all set right? Almost every time it upshifts, it drops the rpm to 1,000, sometimes a hair below that and the kickdown pedal never actually makes it downshift. Feels like driving a car with a bad torque converter clutch solenoid.
