2017 prostar steer spring problem

Having problem with 2017 prostar day cab shaking bad when i hit a bad dip or a rough spot in the highway when empty or bobtail. The spring seat on top of steer spring is even hitting the frame rail above it. Anyone else ran into this? Waiting on Navistar for answer to this problem. I have already changed wheels and tires, did an alignment, checked all the suspension, and everything else i can think of.
