It's not a law it's a regulation past within the agency. Additionally I was referring to a national language, not just a rule for commercial drivers. Enshrined in law meaning a law passed by Congress.BeHereNow97 Thanks this.

Not by Congress. And not a national language. Just a rule for truck drivers as previously stated. I'm making a distinction between a commercial driving regulation and a national language which was said by Duffy.BeHereNow97 Thanks this.
