one of my trucks is a 1987 359 pete 425hp 3406b 13 doubleover with 3.55rears on 24.5 lowpros it was getting avg 6.0 mpg pulling a hopper in the midwest went to pulling a flat bed in the same areas and the mpg went down to around high 4s low 5s with the same driver driving the same way i dont understand this since the loads are lighter and lower (out of the wind) and thoughts

My friend got '91 International 9800 with 3406B. 40l/100km towing full 40' container and 36-38 with empty one... The same issue

Mine took a dive too! Was getting over 6.5 now down to 5.2 at the worst. Thought it had something to do with changing the rears, 3.70's to 3.58's. Maybe its just the fuel. I've never had it drop like this, though.
Pulling a flat can be worse in some cases than pulling a hopper. Keep in mind that hopper is smooth sided and always the same aero drag versus the diferent material on a flat. -
winter blend fuel will not give the same mileage as summer blend (less btu's per gal)and he is probably idling more
