Sounds something electrical to the ECM. I'm not 100% sure on how IHC wires their end of things, but that's where I'd be looking.
Leave no stone un-turned. A year ago I had a truck throwing me in fits for a couple days of troubleshooting without having Cat ET. Got my mobile mechanic to bring his Cat ET, when we plugged it in that's when the fun began. Ended up bypassing the master switches and she popped right off and ran. Who would have thought they'd throw enough power to crank the truck for multiple days of troubleshooting but wouldn't allow the ECM to run properly.

Also, check the wiring on the Cat harness side. Cat likes to double over the loom for an inch or so at the end of their loom before the sensor connectors. I've seen harness wires rubbed through right at this spot.
Never ceases to amaze me how all the ways they try to protect soft parts like hoses, wiring, etc is where they first fail in 10-15 years.Smellfunny Thanks this. -
New timing sensor changed nothing. Everything in the Cat ET looks ok from what I can tell. About to go back over and see if I can figure out anything.

While looking it over just now I noticed a hissing noise. I thought at first it was an air leak from where I was turning the engine over and thought it may have built up a little air but after listening to it some more I figured out the noise is coming from the ECM. I can hear it when the ignition is on and it goes away with it turned off. Link to a video I made of it.

I would guess there’s a bad capacitor on the board.

It could be the check valve in the filter housing, the fuel pump not putting out enough pressure to make it star( when you get it started it will put out more pressure cause it's turning faster. Check cranking fuel psi. Blown injector orings can cause this too

It has 75-90 psi while turning over.
