If you're using the sensor on the right, It usually has to be calibrated with Cat ET or a hand held scan tool (like a ProLink) when first installed.

The sensor on the left is the correct one.Did you check near the battery for an inline fuse that could be going to the ECM? Do you have a fuel pressure gauge installed or a master fuel gauge near the fuel filter? I know you have done the bucket test which tells me you have good fuel delivery and probably rules out air in fuel. If you have 60-80 psi fuel pressure while cranking and it still wont start then have someone spray starting fluid in the air cleaner can and see if it runs and brings up the fuel pressure this rules out the fuel pressure problem. You also can remove the 40 pin connector and check for 12volts from the ignition switch. Calibration of the sensor is needed but it should still start before throwing a check engine light. One thing you could check is pin timing TDC on the fly wheel then check the cam gear with the cam sensor removed for the correct mark. Also watch your fuel pressure gage when you shut off engine it should slowly drop pressure.If the pressure drops fast then you have to replace the check valve. Trouble shooting without Cat Et is time consuming.

I need to check the fuel pressure, to absolutely rule out the fuel equation. There is a schrader valve on top of the high pressure filter housing. I need to get the right fitting and hook my fuel tester to it.
The batteries (3) all test out OK. -
Fuel pressure is a great place to start you can see the fuel pressure go up using the hand primary pump. Like i said it take a lot of pumping to start an E-model once you open the fuel system up.

Are you getting any smoke from the stacks white,black while cranking?

The sensor on the right is the correct one, its a direct replacement for the type with the green tip, you should calibrate it when you fit a new one but its not 100% necessary, it wont stop the engine from running.
5 + 5 flashes means no faults.
I would be trying to get a reader and do an injector click test, sounds like you may have a damaged ECM, alternativly you could borrow an ECM from another engine and see if will run.
Also with a reader you can check if the ECM is reading RPM while cranking.Izzyloco Thanks this. -

No smoke at all. Tach will not move during cranking.
This particular truck did not have a hand primer on it. So I put one on that I swiped off another motor. As I was installing it, I began to wonder why there wasn't one. Once I put it on I realized why. The air inlet tube is very close to the top of the filter housing. Once I put the primer on it, I can only get about 1/2 stroke or so. Even so, I can pump it up enough to where its almost impossible to push down to lock.
If I take the air bleed screw off of the side of the filter housing, is this a good place to put a fitting for a permanent fuel pressure guage?
I know a guy up the road who has a new ecm sitting in his shop. He said he took it off a motor and kept it for situations like this. I need to find out what kind of whiskey he drinks....

AH! No pump now thats can be some of your problem! To the right of the filter there is a plug boss o-ring type pressure gage line goes here. How did you get it started when you changed the fuel filters? No pump on cats are a pain to get started after you have opened the system up. There is also a adapter that will rotate your hand pump I do not have the part number at this time.
