Would they need to change other rules if the 34-hour restart was abandoned?
Or is the situation too rare where a driver can hit their 70 hour and only get a couple of hours back on recap that it really isn't an issue?

No that happens to new drivers all the time. teaching a driver how to work the clock to their advantage is not done anymore.

The main thing that happens is the new driver runs around like a chicken with his cut off using most of his 14 hour clock and killing his 70 in 5 days.
then he has NO hours available for two days or 34 hours...you do that too many times and they will bring you in to the main terminal and have a chat with you, and give you a warning.

What is best to do is that if you have pick ups or drops limit your driving that day so you don't burn up your time.
You have to log inspections, fuel all on line 4 that counts on your time.

That is going to be a learning curve for me/us - we are teaming it and having to juggle both of our times to the best advantage - that's why I wish the 5/5 was still in effect... THAT would be easier!!
