Yes sir you are correct. That's exactly why CA has laws restricting the time and distance you are allowed when passing.
But, if the point is to drive that slow. Do it in the right lane. And don't be playing games by passing each other. Thus allowing a potentially fatal accident to occur.
Nobody needs to die to get our point across.
45 MPH with flashers on?

yesterday in chicago they had some drivers do this and the police gave them all permits to go court for the parade. driveing at 45 miles per hour does nothing butt pi!!! the public off. just today on the wgn news out of chicago they where talking about the strike or what ever you want to call it, they stated that it is only a bunch of independant drivers and that no large compays or the union compays support this they said that it is a unorganized group of people. and when you do this such as this that is what it looks like to the puplic.

As one who has occasionally done right-lane stretches at 50-55 on the
highways but ONLY when there's plenty of room for others to get by
without gymnastics, I will say that even that speed range does annoy
some people. That's simply because they don't plan ahead and sort out
their positions way beforehand. I would think 50 would be perfectly
legal "make a statement" speed without dropping down to borderline
at 45. The armchair-NASCAR people out there need to THINK. What if
I was on my spare donut and trying to keep it at a safe speed? What
if I'm in a strange city and trying to take it slow to make sure I
don't dive down the wrong side of an interstate split? What if I'm
that wheezy old landscaper's mini-dump that CANT go any faster??
There are any number of reasons a vehicle could be poking along on a
freeway - slow, but not unsafely slow. Traffic behind has to just
adapt and deal with it.
Every time I see one of you big-riggers pulling an on-ramp that
points uphill I really feel for the driver, who's probably going to
have a really slow time of it until cresting the rise. But what are
ya gonna do? I'll give that guy every break I can, including just
dropping in 5 or 6 seconds behind him and enjoying the higher-MPG
slow climb for a while. Yeah, I'm funny that way. I left a little
earlier to get where I needed to go to begin with, so it's all good.
So from my perspective, I'd say don't worry about it, but don't make
it look like an EXTREME case of trying to hold up traffic. Just
something enough out of the ordinary to make people notice.

The idea of 50 sounds even better. I can see also where the media is portraying this as some independent contractors, but I can also see where it's at least got the attention of some people who need to listen.

if you are<20 mph under the rated speed you need flashers on. =45 is the absolute minimum in a 65mph zone. I traveled at 53-55mph on i95 GA/SC (70mph typical) today and got 8.8mpg (empty) from Port Wentworth to Darlington. I drive for Big Orange. Detroit 60, 1200 rpm (engine warm)
Note: this is on the flat, do not screw around with minimum speed in the hills or mountains. -

When you trucks go up the mountains, like I see a lot in going up 77 in the NC/VA area you guys are barley moving at 45 mph or less. I can't see it being a problem on a flat surface. Just say you're having a boost leak.
-
In WV going North I could only get 25-30 in 7th gear (at it's worst, 38k load). -
I check the elevation on FLat top mountain and it goes up to like $3,000ft seems like trucks are crawling by the time they get to the top. Even my car would downshift and hold a lower gear until I get the top.

I've heard from CHP that it's illegal in California to run with your 4-ways on. Had a bear tell me that personally coming over Tehachipi on Hwy 58. According to his explaination, your 4-ways are meant for an emergency, so if you're having an emergency, get off the road and don't impede traffic.
