    I looked at the law for the state of Texas (since that's the state where this occurred) by following links from the thing that you posted.

    When they threaten gas stations with "gouging laws" that's effectively a price control. Can't charge more than a 10% premium in a national emergency... that's controlling the price.

    Nope you're just a tad dense. Normal market price spikes of fuel during emergencies get erroneously referred to as "price gouging". We even have populist inspired nonsensical laws against "price gouging" that no-one ever goes to jail for and only an unfortunate few actually pay the fines. It's a bunch of political theatre and bad socialist policy that doesn't do what it intends to do. Never works. Just creates a worse shortage than already existed.
