Or it could simply be over greased. could have so much sticky grease and grime built up in the jaws that it cannot open up all the way and get past the release point any longer so they just close back up.

Sounds Fontaine. Look at someone else's 5th wheel and under the front of yours. Are your missing a spring? There is a spring kit available for them. I thank it comes with 3 springs. Put that one on and good to go.
