Send them copies of your IFTA reports. They'll show how many miles a month each truck ran in each state.
They clearly want you to have an ELD in all the trucks. They may be on their way to take a closer look at ya. The question is, how far are you running your trucks?

When I did otr. My logs were on laptop. Cops never had a problem. But the office whiners always cried about some stupid crap. There's always someone that wants some cheese with their whine. Does it really cost $1000 for eld?
do the drivers that only work the 8 days, fill out an ‘off-duty’ paper log for those days they don’t drive and turn them in?
If there are more than 8 days out of a 30 day period that require you to run a log then you need an ELD unless you fall under one of the other exemptions.
