I believe that would work and then run a jumper from the other end of the switch to turn just one jake on.
The jakes are really hard when unloaded. They will stall the engine with both on especially since they stay on if you don't turn them off with switch throttle or clutch. They don't cut off below a certain RPM being an older 96 truck.

I don't want to cut the factory wiring so Ill make some jumpers with pig tails that I can plug into.
I made my jumpers up with crimps and soldered them so they can never come out and for better electrical connectivity.

In low position power will be at the top right and jump to Jake2 to turn it on only.
In High both Jake 1 and 2 will be on. And of course in the middle they will be off.

Here is a pic of the stock switch that came in it. Its been a good one.
I haven't been able to find anything with those part numbers though.

I also took the old switch apart and scraped a thick coat of charcoal gray buildup off the contacts. Now it works again but I'm not gonna change it back.
The 2 spring loaded tensioners that press and slide on the switch striker plates are kind of worn. I do believe it would have worked for years to come but will keep it as a backup. Quite challenging to get that back together without everything falling out of it..
