on a 2016 9900i how do you get the work light switch to work all the time instead only when the parking brake is engaged or when in reverse

Should be a switch behind the drivers seat on the wall above the seat belt mechanism.

What happens to my. 2002 international Eagle 9900, when I try to move the truck then my Dash and marklight go off then the fuse blows out, it has been in the shop for three times for four weeks without working fixing please I need help
