Like when you are pulled in, or over for an inspection it's like this.
"We are going to do a level 1, I'll need your license registration and log book "
He wrights down everything he thinks is wrong, then runs back to his car or office to quickly program into the national computer system a negative report, then prints it out for you to see and sign.
At that point, your not going to question anything on the report because he would have to go back and change it and print it out again, and it would be doubting the officer intergery.
Its almost state inspection on your car, and the shop found everything they could to make a profit off of failing your car.
