When a person decides to become an owner operator, is he supposed to be registered for all the states he wants to drive in, or is the carrier supposed to have all the states registered before a driver even joins the company?

My dad ( an O/O) already has registered to drive in all the states before he leased on to my company. I just had to put my US DOT in his IRP Vehicle Schedule form and we're good to run loads in what ever state he is registered in.

So my question is, when i hire a new owner operator is he supposed to be registered to run the states he wants to before I hire him?

You can use the 'estimate' that your home state provides to get you started. Report all miles traveled in all states and you can modify your mileage next year. Since you are an IRP registrant you don't actually be registered in every state you operate in.
