Ac compressor problem

The compressor comes on every 45 seconds and runs for only about 10 seconds. Engine fan doesn’t come on, Freon is topped up to 3.30lbs on a westernstar

 

It sounds like is it low on freon. Do you know how much it takes? Is it a day cab or sleeper.

 

And the gauges SAY?

 

3.30 it says on the side of the rad but I put 3.38

 

65 blue and 70 red

 

Plug

 

Too low.

 

What should they be at??

 

A/C clutch kicked in, engine fan on, low side (roughly) 30-45, high side 175-200
