    They've done it to me. Changed it immediately after I booked it and claimed it was a mistake.

    I remember them saying in orientation that once you hit "assign shipment" it creates a contract between the IC and the customer.

    Only time rates changed on me was on relay loads.
    They put the full rate in and post the relay before adjusting the rate for the shortened load
