ad valorem tax

I orginally started this thread concerning these taxes. i am only running LTL loads with a 26,000 lbs tag and i have 3 axles. i do not file ifta...i am based in kentucky. so far i have only been hit with arkansas to pay these ad valoreum taxes. i have asked Arkansas how they know i run thru their state and they can't explain it other than "we know". Arkansas also told me other states charge this tax for just running thru their states...but they didnt know who they are. I feel i shouldn't have to pay this tax, but i did, and i am concerned if there are other states i am required to pay and i am not paying them...will that be an issue..
