Rif means 'reduction in force' which means when a conflict ends, they kick people out and go back to a peace time complement.
That happened to my cousin. Went into the Army as an E-1 and was Rif'd as a Major with 17 years active duty. No pension. He got battlefield promotions to Major as an infantry officer.
The Navy ran recruiting ads for those guys. They were called OSVETS which means 'other-service-veterans' and most of them could keep their Army paygrade. I saw a lot of E-6 Army vets go into the Navy as E-6 (MA1), which is the same as Military Police in the Army. Even Army officers that were Rif'd could join the Navy as E-6.
