Air brakes

    driver was at intersection and when released peddle the brakes didn’t release. Trooper called tow truck and when they showed up they pulled gladhands from trailer and air released and freed up brakes. $400 charge. Is this the foot valve going bad?

    It sounds more like feedback in the trailer than the foot valve. If it was the foor valve, you would have it in the truck too.

    Most likely you have a brake chamber that is back-feeding or a bad relay valve. I would go to a shop and have the trailer brake system checked.

    Oh, then check the valve then for issues. It may have bound air in the system.

    I removed valve and spring inside was very loose. Very easy to push and a lot of trash in there

    Sounds like you may have found the issue. That caused the brakes to stick.
