I'm referring to changing lanes only around on-ramp.

I've crossed that bridge no less than 100 times. I don't think I've ever been across it without seeing someone pulled over. They will nail your ### on that bridge.

Texas law...either move for for an emergency vehicle stopped on the shoulder or slow down to 45,mph....
Been in effect only a couple of years.
and if you think texting drivers don't see big trucks, motorcycles totally don't exist for them. or big bright yellow honking fire engines with all the lights on and the sirens going.... this from several firemen I know....
    take care and drive safe.

Alabama started the move over law if you can, or slow down if you can't. We have always moved over for stopped vehicles of any kind in our own car because you never know what they are going to do.

I came across a website the other day that said that cars both on the highway and the on ramps are equally responsible for merging. That it was up to each side to figure out how they were going to go about it safely. Sounded like they didn't want to assign anyone with the right, it was just a toss-up as to who got there first. Maybe that is why no one knows how to merge. And then what about the areas of metered merging messing up everyone in those areas.

Unless ones a mind reader at 60-70 mph, that won't work. How many times have you slowed to let someone merge, and they do the same, to the point you almost come to a stop, or speed up, and they do too, then it's a race.

When it comes to merging onto the freeway most people cant cope. Even in my 4 wheeler I get annoyed by the people getting on the freeway at 40MPH. Speed that thing up, granny!!
