That would be incorrect. The party that placed the conditions, covenants and restrictions would be the one to enforce them. That would be the HOA or other entities that places them. Zoning ordinance that a local government has placed would be enforced by that entity.

If you’re building an apartment complex or condos , you’re now required to set aside a certain percentage of them for section 8 welfare housing for poor people.
So requiring parking and restrooms isn’t much different . -
I built a toilet and shower in my truck.

Amazon and Walmart have almost conquered the USA. Pretty soon UPS and FED Ex will be Amazon probably. Knight Swift are going to keep buy companies too. They will be part of the Amazon/Walmart/Tesla Empire.

Some of that is local,city zoning ordinances that restrict/prohibit truck parking,and/or if the land the Walmart sits on is owned by someone else (or all of the above at once).
There are a few Walmarts that I’ve delivered to that won’t take early delivery because of noise ordinance curfews(a few communities in Wisconsin are notorious for this). -
If there isn't a local ordinance it is up to the store manager. And a lot of stores are tired of the problems that come with trucks parking on their lot.mjd4277 Thanks this.

Park on the streets. It is an industrial area. Carry blank BOL, fill one out for where ever you are parked at.
