I don’t know about it being dead as I’ve seen the lot be relatively full. Also pull in at 1 in the morning and see how many free spots not reserved there are.
If troy il ta is the one in east st louis, that is most certainly not a dead ta. That place is a giant cluster at every hour of the day
Troy usually has spots open at the ta or the pilot across the street. Head down to exit 17 on i255 and there is always parking. Now the pilot at i55 exit 3 or pontoon beach, forget about it. But I have never had a problem finding parking at troy.
The very back row of the TA in Richmond used to be a drop location for Schneider and Schneider payed them.
