    I was on the phone last week with a rep . reason for my call was to make sure if my 2003 kenworth can enter and drive in California LEGALLY come January 2014. I was told yes. The truck will be able to enter and drive Cali, up until the last day of 2014. Come 2015 either I would have to take the truck out of Cali or retrofit it. Good news for me, but I still need to put skirts on my 3 Trailers. Apparently I was supposed to do this already. I thought I had opted for the phase in option, but since my Trailers are newer than 2010, they need the skirts. Gotta love the awesome communication from the good ol state of cali

    Thanks.. Even if I have to pull out in 2015 I'll be alright, Cali is no fun anyway, plus the 2013 should be okay to get it... Unless some crazy wack job says new trucks can't come in either

    Really? If a truck is older than 07, it can run in Cali the entire 2014 year?

    Something just isn't right about what you were told.....

    From the CARB TRUCKSTOP website:November 13th, 2013 Advisory

    The November 13th, 2013 Advisory explains how ARB will recognize efforts that owners have made to comply, by either working toward compliance or obtaining funding by the January 1, 2014 deadline by reporting in TRUCRS for the Good Faith Effort, or take advantage of proposed changes that would increase low-use thresholds, allow owners to opt-in to a number of flexibility provisions, and amend the "NOx Exempt" vehicle provisions, and granting additional time for fleets in certain areas to meet the PM filter requirements​

    Small Fleet Option
    Last Updated: November 15, 2013

    This summary describes the small fleet option for heavier trucks and buses and other compliance options.
    This document reflects administrative changes for the 2014 compliance year that will allow owners to
    report and take advantage of anticipated regulatory changes until they are considered by the Board in
    early 2014. This option and associated credits do not apply to school buses.

    How do I comply with the small fleet option?

    If you own two or three trucks, you must show that one truck has a PM filter by January 1, 2014, and will
    need to report information about the truck and PM filter that was installed by the January 31, 2014
    reporting deadline. You will need to report annually until all trucks are equipped with PM filters. Starting
    January 1, 2020 you will need to upgrade to 2010 model year engines. The compliance requirements are
    summarized in the table below.
    Optional Small Fleet Compliance Schedule for Heavier Vehicles
    Compliance Date Requirement Summary
    January 1, 2014 One truck must have a PM filter installed
    January 1, 2015 Two trucks must have a PM filter installed
    January 1, 2016 All three trucks must have a PM filter installed
    January 1, 2020 Replace all 1999 or older model year engines
    January 1, 2021 Replace all 2000-2004 or older model year engines
    January 1, 2022 Replace all 2005-2006 or older model year engines
    January 1, 2023 All must have 2010 model year engines
    Note: If all trucks have PM filters before January 1, 2014, compliance for those trucks is extended until 2023.

    I own a single truck, how do I comply with the small fleet option?

    As a single truck owner, you must retrofit your truck with a PM filter by January 1, 2014
    , and will need to
    report information about the truck and PM filter that was installed by the January 31, 2014 reporting
    deadline. By completing the PM filter installation before January 1, 2014, compliance is extended until
    2023. If you do not have a PM filter by January 1, 2014, but report that you made a good faith effort to
    comply, you can still use the small fleet option, but the retrofitted truck will need to be replaced on the
    same schedule as other trucks starting January 1, 2020.

    I travel in and out of California, how can I qualify for the low-use exemption?

    Vehicles that travel more than a total of 5,000 miles per year but will not operate more than 1000 miles
    per year in California will need to report odometer readings (and hour meter readings, if applicable) just
    like other fleets except, at the end of the year, the owner will also need to report the total miles/hours
    operated outside of California. The miles (and hours) operated outside California are subtracted from the
    total miles/hours operated when determining compliance. Fleet owners must keep documentation of the
    miles travelled inside and outside California, like International Registration Plan records, fuel tax records,
    or other documentation. The owner must provide records to the Air Resources Board (ARB) upon
    request.

    Dang. Well one hears so many different things. I called and registered one trailer for that ARB # on one day and everything went smooth. That afternoon I called to register another trailer and was told this was not required being that I was not based in California.

    Allan, thanks for the info. In your post it states by January 1 2015 that two trucks may have the filters installed. I suppose this is why I was told I can come into Cali with my 03. Since my 2013 is already compliant I have till 2015 to filter the 03.

    Yes. Your 2003 is now less pollutant. Ok. I read 07 and newer. Yet, some 07 engines are not compliant. So is it after a certain month in 07 or some 07 engines have dpf and others do not.

    Are you confusing 2007 trucks with 2007 engines? A huge majority of 2007 model year trucks were built with 2006 engines. CARB goes by engine year.

    This is the latest word as of about a week ago. Pretty much everybody is legal til next July. I have applied for loans for both a retrofit and a compliant truck (Neither of which I intend to do). That will keep me legal until July, by which time I figure things will have changed again.

    There is plenty of other interesting reading on the web page too.
