Never thought of it that way...and problem is, I don't think the antenna builders think of it that way either...most just add the ground-plane thingy or top-hat to a existing coiled antenna and claim all the benefits without changing the coil. I’ve always heard over the years that top capacity hats don’t work very good on 11 meters. They do work great on the low bands, as was mentioned earlier in this thread. One of the biggest problem with them, is that they cause more stress on a mobile antenna, due to catching the wind.

Antenna Cap Hat -
The laws of physics apply at any frequency. A cap hat effectively adds length which lowers the resonant frequency. In order to raise the resonant frequency you would have to shorten any coils to compensate for adding the cap hat.
