Report it to the company. You should ask the receiver to take a picture of the load before they off-load it. If the shipper didn't secure the load correctly:
1) Your company can put a comment in your CSA file stating it was shipper's fault you got over-weight ticket because load shifted due to improper securement (with photo proof).
2) Your company needs to know about the shipper doing this so they can pay attention if it happens to another driver so they will know their CSR has to talk to someone at the company to fix their loading procedure.

But my load is hook and drop !have seal on it I can not open seal !and I known inside is all Garbage paper
