One quibble. It is operated with congressional oversight. The Post Office has made noises about stopping Saturday mail delivery to reduce costs, but Congress will not let them.

The president appoints board members of usps who are then confirmed by Congress. The united states constitution gives the executive branch the authority to operate the postal service.

If that doesn't make it a government agency i don't know what does. It sure as he'll ain't a private enterprise.

Postal workers "ARE" federal employee's. I'm a federal employee. All postal facilities are federal property. All postal vehicles are federal property. You're mailbox is federal property. Stealing mail is a federal crime. Opening a mail box that is not yours is a federal crime. Only the mailman and the recipient can open a mailbox.

The Postal Service has ALWAYS been part of the government. They existed before the constitution was even created...ever since Benjamin Franklin became the very first Postmaster. They're part of the constitution. They separated from the government around 1971 as an "INDEPENDENT" agency. They're not part of any specific executive branch...but still part of the government none the less. So therefore, as an independent agency, EVERYTHING is run internally. We have our own federal postal police, postal inspectors, OIG, EEO, labor relations, PDI court, etc., etc., etc. Everything is self sustained. There is no congressional funding or a dime of tax payers money involved. No shareholders to answer to. All of our revenue earned is used to finance our operations and wage.

All postal facilities also have warning signs letting you know that you're on federal property. Any crimes committed on federal property is a federal crime. All federal employee's...including postal workers...are under the FERS plan for retirement. All federal employee's...including postal workers...go through OPM for benefits. If that doesn't make them federal employee, I don't know what else does.

But then there's the question...if USPS employee's are federal, how come they weren't affected by the shutdown? That's because the postal service is self sustained and doesn't receive any congressional funding. Only funded services are affected by the shutdown.

And besides...I don't know what the hell "Quasi" means. Either your part of the government or your not. Either your federal or your not. The CIA is also an "INDEPENDENT" agency too. Does that make them "Quasi" too?

I drove for company that would deliver and pickup from Amazon but shortly after they stopped doing business with them because Amazon wanted other carriers to be able to move their trailers or move Amazon trailers with my company's rigs.
