Anyone else having ongoing IRP issues?

I became an o/o in 2023. It was surprisingly easy to get everything set up and have all my paperwork in order.

2024 IRP renewal was easy enough, just submit paperwork and all went fine.

Before the 2025 IRP renewal, I bought another used truck which I wanted added at the renewal date so as to not pay for 6 months of registration thats only really valid for a few weeks. Renewal came and ... they didn't add the new truck. I emailed the IRP unit and was told it'll come in a separate supplement after I renew my others.

The separate supplement never came. I emailed and was told that they couldn't issue plates because I didn't pick a truck number. Why does that matter? They assigned truck numbers 1 and 2 to my other trucks, why not just call this one number 3?

Whatever, I gave them a truck number to use and they said the supplement will be sent out "later today" (in May 2025). I followed up twice in May, twice in June, once in August, and...nothing. Absolutely nothing from them.

Whatever, it's just a loss at this point. I canceled the insurance on that truck and just kept it around as a "just in case" emergency use only truck. I never ended up having any need for it, so it never moved.

We came up to renewal this year and I sent in all my paperwork. I never received an invoice to pay. I followed up with calls and emails, but got absolutely no where with them.
I went to their office last week and was shooed away saying that I need an appointment when they don't even offer appointments for IRP transactions.

I started complaining elsewhere and it got back to the IRP unit of the DMV. They called me and went over what they have.

They looked up my fleet with my account number, and see the trucks, but they also said that there is no invoice available for the renewal, and the renewal isn't even in the system. They said they would manually generate a renewal, then a few minutes later said that even searching by VIN, they can't find any of my trucks in their system to generate a renewal. They said that they'll send it to their supervisor to review and he'll reach out within a few days.

This can't be normal, right?
Like people don't usually just give up on registering trucks that they purchase or are unable to renew their registration for months on end?

If anyone has had a similar experience, what was the solution?
I am borderline thinking the best option will be to just buy a small plot of land in some neighboring state and move the fleet there. Does anyone have recommendations on that front? I'm open to any state in New England, New York, New Jersey, or Pennsylvania.
