The state can track trucks in and out. Then compare fuel tax reports.
Also dot uses the information during a company audit. And during roadside inspections.

My first guess is that's a transponder interrogator unit with a camera just beyond it. I suspect the scale operator can see that video/data display. These scales today are so automated that piece of equipment could be checking for hot brakes as far as I could guess. If the OP want's to know more I would write the Indiana State Police (ISP) MCSAP department and send them that photo and ask!

I'm not sure, but I think in the aftermath of 9/11 things like radiation detectors were installed in some places in the war on terrorism. Perhaps these have something to do with that too? Like I said, I don't know, but is my guess as to a possibility.
