Sure it can, and I never said it couldn't be done in under 15 minutes. I also stated there was nothing in the regs that prevent you from flagging a short fuel stop. My contention is that 1) if you log all of your fuel stops as a flag, you are most likely fraudulently logging in many cases, simply because no one get's through a fuel island in under 15 all the time. 2) I've heard it both ways- under half of a 15-minute block to flag, and under 15-minutes period to flag. Take your pick of DOT cops inspecting log books. You run across a guy who doesn't believe you're a speed demon at the pump, and you're going to get put out of service.
You will eventually get burned on that one.
Never got burned on an inspection on my paper logs, and I'm willing to match my paper log books up against anyone's.

In Canada you can flag a fuel stop if you're using a paperless fueling system ( ie a fuel card, not using cash)Husky truck stops print the receipt at the fuel pump, no need to go inside. Add in that most truckstops in Canada are nowhere near as busy as the USA truck stops and you can definatly get in and out quick if you're just topping off the tanks. I allways put a 15 minute on duty not driving as I'm usually putting in close to 250 gallons when I fuel as I run my tanks right down before fueling. It takes more than a few minutes to pump in 250 gallons, especially at an older fuel pump that has a slow flow rate.

How is flagging all fuel stops fraudulent? The ONLY time when it would be fraudulent is when a stop takes more than 15 minutes. And I say again: not everyone fuels at a TS.
How so? How am I going to log any line changes under 15 minutes when there isn't enough room? Paper logs are in 15 minute intervals.
Want a cookie? Neither have I.
I'd hate to say this, but y'all self-anointed experts don't have a clue. -
Colorado gave a friend a warning on an inspection. He logged a fuel stop for less than 50 gallons as under 7 minutes.
He said it was a false log and could not be done that quick.
He said getting out of the truck, running the card through the machine, getting the nozzle in the tank, pumping the fuel and then putting pump back, paperwork for the stop.
Not possible. At least the warning had no fine.
No way I will ever note a fuel stop that way after his stop. The time you save is not going to be worth it. -
DOT cops are just as diverse in their opinions as truckers are. The LEO in this particular case is an idiot if he thinks pumping 50 gallons can't be done in under 7 minutes. I can personally pump 30 gallons and be done in 5.

Authorizing the card, fueling both tanks, it would be tight. Why draw attention?

Because you need to log it as it is. Don't log it to suffice someone's opinion, because everyone's opinion is different. Do what you log and log what you do. If I can fuel in under 5 minutes, that's how it's going to be logged.

I do. It always takes several minutes to get the fuel authorized. Then, I have to start the pump on one side and walk around on the other. It always takes at least 12 minutes.

Then log/flag it as 12 minutes. Don't log 15 if you weren't there 15.
