Why they just don't go into the restroom and use the toilet water I don't know. Probably cleaner water and a place to discard your wasteful paper use.
As an experienced driver my advice is the buckets at the fuel islands are not a bird bath.

Only ignorant people think that the subhuman conditions that US truck drivers endure in the course of their job are repeated in other countries, even poorer ones.
The condition of the restrooms on a typical trucking route in the US is truly disgusting on a level that people who have traveled to the countries you mentioned do not find ANYWHERE in the countries you named. At least the guys in the photo are washing themselves. Some of the caucasian drivers I've seen seem to have never washed a day in their lives; this includes their backsides after defecating. The condition of the trucks of some caucasians is also very disgusting, on levels I have never seen in the trucks of non-caucasians.
You can blame the "brown" men in the photo for washing their feet in windshield washing buckets, but you cannot hide your bigotry by linking that behavior to whole countries.njjonesdfw, D.Tibbitt, Another Canadian driver and 2 others Thank this. -

I'm going to hazard a guess and say your ancestors came to the US from a "Third World country" at the time.
Also, you're making a lot of assumptions about the people in the photo. Maybe they're Native American. I'm quite sure a lot of people in the US couldn't tell the difference between an Arab and a Pakistani or a Salvadoreno and an Egyptian.Another Canadian driver Thanks this. -

If the nationality is irrelevant, then why mention it at all? If you weren't a bigot, you'd have stuck to the subject of the behavior instead of trying to link it to a country or part of the world.
