Yes even when loaded, assuming the remaining axle(s) suspension has the capacity to pickup the added weight from the dumped axle. Which with most loads and most suspensions will, unless you have a 23k suspension which carries around 85psi at 20k per axle so if you put the 40k on one, the truck won't have enough air pressure to pick it up. The 25k and 30k versions will have no problem.
But if they do you can always triple bag the axles!
Why anyone would ever put the dump on the front axle is completely beyond me. I've had front lift axles and rear dump valves, and lifting (or even worse) dumping the front axle does nothing but but a bigger strain on the trailer, and increase your turning radius.

Yeah somebody screwed up wiring that dump axle. Yeah there is nothing in the back axle bags when I dump it. Yeah they must be bigger then a 23K axle but I honestly dont know for sure. It is TMC's trailers.
