Seems like a legit business idea. I hauled a load for FEMA not long ago and they put a GPS tracker in my trailer. Small thing. They gave me a return envelope with it when I picked up the load and I had to drop it off in a UPS box within a few days of completing the load. Not sure why this couldn't be done in the consumer market.
