I rent hives every year for my almond trees. When the bee keeper leaves here he goes to Texas. After that it's somewhere in the upper mid-west. Those guys get around.
He was telling me that they're subject to inspection from various state and county agencies looking for disease. When he talks about bees I tend to listen. He's fourth generation in his family that are bee keepers.

I have a farmer who rents hives from an Ohio source, he had been using one from one of the southern states. One year he had two hives that were a mess with mites, people came out from MSU and called in the state which they ended up destroying a lot of colonies because of the weakness of the bees to deal with the mites, they were concern that they would spread to other farms too.

I was always told bee haulers could pretty much do whatever they want, as most officers don’t want anything to do with a truck that has bees swarming it.
-
Yeah, hauling the bees nobody wants to see you.
Coming over the Ag inspection in FL. they just nodded and didn't even want to see certification papers.
