Yes, unloader is built into the head. If it is faulty, you can just replace the head. Comes as a simple kit with new gasket and bolts.

Well, after digging into things a little deeper today, I think I found the problem. The governor was loose from the compressor and was leaking pretty bad. Would of just replaced it since I had it off but nothing is open on saturday. Took it off and cleaned up the gasket surface and added a little RTV to seal things up. The gasket wasn't that bad so I figure rtv will be fine until I get a new governor. Seems to be working fine now.
