only time i have that problem is when i reboot the phone. once it works it's good. i stopped using roms as i got tired of not everything working.
you can install gps tools. but i've noticed that the gps chip is always working. kind of shortens your battery charge when it's not plugged in.

my phone is rooted. with the stock software.

i almost bought the samsung note 2 tab. but decided against it if it was going to have the same gps problem.

I use the car version of Copilot. I have it set for RV, highly favor the main roads (interstate, four lane, highways), and avoid secondary and local streets. Then verify with Rand atlas. This works well enough until i can upgrade to the truck version.

I also use co-pilot as my main GPS. It rocks! I use it on a little 12" windows 8 machine with touch screen from Asus mounted on my dash. It's about the perfect set-up. I have it on my phone as a back up. I do get the occational freeze but its most likely windows 8. I also use pro miles for fueling locations. So I get a load, look up fuel stops, open co-pilot, enter pick up, fuel stops, drops, etc. 15 minutes latter I'm done routing a 1500 mile run. Awesome!
