People: What you pay or get refunded at the end of the quarter is irrelevant! It works just like income taxes. Which doesn't really help cause most people don't understand that either. Every time you buy fuel, the fuel tax per gallon for that state is "withheld" from your purchase. When you file at the end of the quarter, you reconcile the amount "withheld" vs the approximate amount you burned in every state (based on your avg fuel economy and miles in each state). Ultimately, you will pay the same tax no matter where you buy. The only thing you can control is the actual fuel price you pay by subtracting the state tax when you compare prices.
