I've had a quarter inch of ice build up on the leading side of my mirrors, and the outside temp never dropped below 34. The evaporation of water from the wind dropped the temperature of the mirror the couple of degrees needed to cause the rain water to freeze. The roads were simply wet.
Now if you see icicles forming on the highway signs, there's a good chance that the bridges are starting to freeze.
Black ice or just wet?
