just because you're bobtailing doesn't mean the engine isn't under a small load. hell, if you sit at high idle you'll pull around 3 psi of boost. full boost should be over 35 psi. if it's under 30, it needs to be checked out.
load based speed control is usually used on trucks with auto trans or if you have progressive shift enabled.
