Heres one for ya as well..
Travelled through Arkansas for a very short amount of time. Passed one scale that said "All Commercial Trucks Must Enter". Scale was open but I am not commercial so I drove right by. Kept an eye in the mirror and nobody ever cam after me.
Two weeks go by and then I get a questionaire in the mail that pretty much asked me what I was doing in Arkansas. Now mind you, I have NOTHING on the truck. No DOT #, no carrier name, etc. Somewhere they must have a camera that got my license plate #.

It depends on each State, but in my State it doesn't matter if your over 5 tons, you shall enter. Whether loaded, empty or bobailing. Now granted I haven't done many bobtails, but empty trucks have been very plentiful given the economy. I have found that most empty trucks when coming in to the scale have had numerous issues, mainly log issues as the driver's don't believe they will be inspected.

It is better to be safe than sorry, If you do not stop the ticket you get will remind you forever! -
Once again, not sure if it is law or not, its just what I was taught.
Your bobtail is lighter than my old one. Mine was 25,900 with 3/4 tanks. -
Just because I have horses does not mean that I stop at all weigh scales. Like my post said....follow each state's sign and do as they say. Western states are big on the livestock thing but in the east they are not.In the west they have Port of Entry where all livestock must stop. Some western states say all trucks and trailers, inlcuding pickups. There is no rule of thumb on when you have to stop. Just follow the signs and if it does not apply to you then don't stop.
You could just stop at every one but I guess I go by the feeling that if I can avoid a meeting with anybody in a uniform then I will try to avoid that meeting. It has nothing to do with if I am doing something wrong or not.
On the weight thing.....I weighed mine with almost no fuel in her. Took that slip to the state to get the plates, which was based on the weight. -
