I swapped trailers with a driver out on the road today. We're 150 miles from our terminal. He brings me a trailer with the bottom of the Mansfield bumper completely gone. I told him this trailer should've never left the yard like that. Not surprisingly, I got a shoulder shrug. Now he has a trailer that is road ready and I'm stuck with this mess. My question is just how bad is this violation? Am I looking at being put out service if I'm stopped?

Yes you can be put out of service for it if it is the trailing trailer in a set. It is a safety defect.
