There could be many reasons. What is the model of the truck? What year is it? I would start by pulling the brake pedal by hand and making sure it is all the way up. I would then check to make sure the hand valve is all the way up. These are very easy to check and are likely culprits if you have an older truck.

Yep, check your brake pedal and trailer brake handle to make sure they are fully released.
