Here is a pic of what the cam looks like. When the brakes hit the top of the lobes. You end up with a situation that you're experiencing. Either worn brakes, or drums, or both. If you put new brakes on without changing the drum. The brakes won't be able to wear down as much as the drum is worn out.
Everything you've explained is what happens when the brakes cam over. There's no travel left.
Your brakes have a hard time working untill they're all applied. Thus, no braking action untill you've hit 20 psi or possibly lower. Not a big deal when you're on the highway as you need more pressure to stop anyways. Although you'll need more then normal pressure.
VERY ANNOYING when your crawling around the lot. And don't need much pressure.
You've replaced brakes and drums but you also have a cracked spring. That's another sign of cam'd brakes. The brake lobes on the cam are stretched too far.
Pressure problems, spring, won't hold adjustment. All signs of cam'd brakes.
I'd be having the work double checked for proper parts. Brakes and drums.

Question, can one broken 30/30 chamber cause all 4 brakes to follow, out if adjustment? I understand now, one wasn't replaced. It was recently replaced with the old drums is why. Likely, it cam'd over and broke the spring. Could one broke spring cause these symptoms?

Broken chamber will only effect the brake it is attached too. No others

Again. The spring I'm talking about is on the brakes themselves. 2 of them.

Brake chambers are not causing your issue. But the issue could hurt the chambers.
Found this for a visual example of cammed over.
See how much it stretches the return springs snowwy is talking about. That is why one or more is broken.
