LOL. You can't buy a permit to do an illegal act. No one was suppose to be transporting alcohol at all during prohibition.
My guess is this was originally a tax enforcement mechanism. Now it's just a revenue source. They almost never give those up, no matter how small. We were paying a tax on phone service that originally was meant to fund the first world war up until a few years ago.ProfessionalNoticer Thanks this. -
Carrier must have a H permit in Ohio, and registered with PUCO.

A lot of it has to do with the fact that some of the alcoholic and liquor beverages are transported without being taxed yet(no federal tax stamp issued yet). So if any of it is missing then ATF(Alcohol,Tobacco and Firearms) would investigate. As it is,some states require the permit even just to pass thru their jurisdiction. The last few times I’ve picked up beer and kegs at the Sweetwater plant in Atlanta I get an advisory on the load to stop at the Tucker terminal to make sure I have a current Maryland permit!SoCalRed Thanks this.
