Not unusual at all, for the dealer to up the rate on them.
When I first test drove my international, it was set at 430 and governed at 1600..
When I came back the salesman ask how I liked it, I told him I would not have it, it shuts down at 1600, and nothing you can do makes it go any faster. This was my first electronic truck.
He said we can fix that easy enough, in fact the guy is on the lot right now resetting ecms, so I told him fix it and then we will test drive it. lol -
It makes no difference if he gave $5 or $50,000 for the truck, it’s either worth what his is asking or it’s not. What he paid for the truck is irrelevant.

Also not unusual for a dealer to advertise it to be a higher hp rating than it actually is...
