The Newburgh Bridge into CT assuming I-84 is a quite a pull for any truck. We would require something on the order of about 1200 horses and 2500 torque to flatten some of those pulls out nicely in CT.
Also GWB is restricted to upper deck only. I also think the NJ requires you to remain on the National Interstate system if you have a truck that is wider than say 96 inches and so on. 287 across the Zee is one option and Newburgh the other. There are two more smaller but no less major crossings of the Hudson that is possible with a big truck in that area, but you will be on your hands and knees climbing out of that river valley.
The fuel burn may not be worth it. Then again the GWB tolls I think is 125 for a big truck without. (In my time it used to be just 12.50 plus two more toll barriers before conn... roughly.) cash price maybe a little less than that with a transponder.
12 noon northbound will depend on the mood of the city during lunch. It's better to run it at say 11 PM to 3am at the latest. I usually crossed at those hours anyway where possible.
NEVER between 2PM and say 9PM any day. Either direction. The traffic problems is not worth the risk.
Keep in mind the TZee Bridge was a world war two construct on wooden foundation in the river bed itself. They just had ongoing or has finished major replacement of the entire bridge for the next 50 years or so. As soon as I had detriots with 500 horses or better the Zee became a common crossing for me in those days despite the reconstruction in the upper I-287 at roughly the NY Turnpike area. I called it old shaky because that was what it did every time I used it. Newburgh I think was free, but coming east across CT from there the first three ridges is a royal pain. But once out you are pretty much golden.

You never go into New York on the GWB. Always use the Zee. Coming out on the GWB is okay as it is free coming out.

The gwb is not bad from say 10:30am to around 1:30pm. 287 is a cluster at and after the tapen zee because they only have 1 span done. I am a fan of 287 to 87 to 84 but there is road work in Waterbury right now to.
